Section 41C(b) of the Factories Act, 1948 stipulates that all occupiers of factories involving hazardous processes must appoint qualified and experienced individuals capable of handling hazardous substances. These appointed persons are responsible for supervising the handling of such substances within the factory and ensuring that all necessary facilities are provided to protect workers, as per the prescribed guidelines. Consequently, it is crucial for supervisors in hazardous process factories to undergo training to analyze process hazards and implement appropriate risk mitigation methodologies, incorporating the latest techniques and current statutory requirements to address the challenges effectively.
Presently, there exists a significant gap in equipping supervisors with Occupational Safety and Health (OSH) knowledge, which is of paramount importance in ensuring safety and health processes. Therefore, it is essential to provide supervisors with a structured program on Occupational Safety and Health (OSH) specific to processes.
To address this need and assist management of factories involving hazardous processes in adhering to the statutory provisions outlined in Section 41C(b) of the Factories Act, 1948, the Industrial Safety Division of various institutes under the Directorate General of Factory Advice Service and Labour Institutes (DGFASLI) conducts a comprehensive one-month (four weeks) full-time certificate course in Safety and Health. Additionally, DGFASLI empanels various institutes across India to conduct the course according to the guidelines issued by DGFASLI.
This certificate course is designed to train supervisors in the necessary skills and knowledge required to effectively ensure safety and health within hazardous process factories. By undergoing this training, supervisors will be equipped with the latest techniques and the understanding of current statutory requirements, enabling them to analyze process hazards and implement appropriate risk mitigating methodologies.
For any further clarification or information regarding the certificate course in Safety and Health, interested individuals or organizations can contact the Industrial Safety Division of CLI Mumbai via email at fas@dgfasli.nic.in or by calling 022 24060 509
By providing supervisors with comprehensive OSH training, this initiative aims to bridge the existing knowledge gap and enhance the overall safety and well-being of workers in factories involving hazardous processes. This, in turn, will contribute to creating a safer working environment and improved compliance with legal requirements.
